I removed the DTD files from our distro and removed the inline DOCTYPE declarations from the XML files.

The checkstyle plugin requires XML validation and so will now need to access to the internet to run. This means that you will need to be online to use the "sourcecheck" maven profile. If this is being run just before a commit that is not too stringent a requirement as you would need to be online to commit anyway; however, this effectively prohibits us from including style checks in the default build.
