I'm testing a network outbound bandwidth shaping by applying YARN-3366.
If yarn.nodemanager.recovery.enabled is true, new configuration is not applied when NM starts.
So network outbound bandwidth is always initial setting value.
I just added the code to update states using existing container classes list when NM starts.
