         Environment: Tested with Windows development environment, Hyper-V hypervisor.  However, the problem appears to be more general.

This scenario arises when S3 is used for secondary storage, but no NFS cache is added.

Tested on Master.  May affect 4.2.0 as well.

Cause:  AncientDataMotionStrategy.needCacheStorage does not allow for CloudStack to deployed without NFS and without an image cache.
