This issue is quite stale, and much work has been done since it was created to support a myriad of different compaction configuration options. If this is still an issue in a current version, please file a new issue or PR at https://github.com/apache/accumulo

I can increase the number of threads in the major compaction pool by setting the tserver.compaction.major.concurrent.max variable via the Accumulo shell, but they appear to stay at the high water mark rather than going down when the variable is decreased. I suspect this is probable the same case with the minor compaction pool size.
