For the record, I wish this hadn't died.  I need this capability now.  @brosander do you mind if I resurrect your PR?

> As part of the tls-toolkit work, the nifi.properties filtering was moved to nifi-resources.  This didn't take into account usecases where overriding the nifi.properties in an assembly was desired by those extending our assembly.
