Follow-on from AXIS2-585
AddressingInHandler currently throws an InvalidCardinality fault if there are multiple RelatesTo headers in an inbound message. The WS-Addressing spec defines the cardinality of RelatesTo as 0..* The change required it to remove the check on line 111 of AddressingInHandler and remove the variable ignoreRelatesTo and its use.
