Hang during Parsing of action.xml


Hi,

I am a new user of struts. I have created a web application with a couple of jsp
 pages,  Action classes and Form classes.
When I try to run it, the Action servlet "hangs" during init in the parsing of
action.xml file.
I also tried running struts example application which produces the same "parsing
 hang" problem.
I am using weblogic on windows NT and JDK1.3.  Any clue of the problem?
