I would like to add that It certainly is the intention of the OGF and myself as a primary author of the DFDL spec., that this kind of reuse of snippets from the spec that we're doing in Daffodil should be explicitly allowed and even encouraged.

The OGF is little-known, but is all about openness and freedom to use the docs/specs in whatever way is helpful to implementors and users. Derived works are not restricted, nor is republishing copies of the specification in whole or in part. The only provision is to preserve the copyright notice. 

I would add that the OGF copyright notice is exactly 4 sentences long. The IPR is 2.5 pages, but still, as these things go, quite lightweight.  Reviewing them will not take much of your time.
