html:file tag's accept="" field does not work...

Whe one tries to set the accept field in the html:file tag to only accept 
certain file types, it does not seem to work.  It always accepts only *.*, 
*.jpg, and *.html files by default.

Browser used: IE 6.0
JSP/Servlet container: JBoss 3.2
Struts Version: 1.1
