1. For me both functions belong to the same topic: To apply and format the
numbering in an outline:
- Tools - Outline Numbering
--> to apply the defined numbering to an outline in the document
- Format - Bullets and Numbering, Tab Outline
--> to change the formatting of the used outline
Sure, the functionality is not strict separated from each other, its a bit
overlapping, but still.
2. Outline numbering is a very common term in the English language. Therefore I
wouldn't suggest to rename a thing just because it's confusing in another
language.
Suggestion:
The (maybe) best we could do is to change it to:
Tools - Outline/Chapter numbering
in order to avoid to totally confuse people that expect the wording that was
used since years and which is common in other programs, too.
