Code slush..?

If we're in release-candidate mode, perhaps we should revert
to review-then-commit mode for the duration?  Or no commits
allowed unless they close a PR?  Or something equally onerous?

There is some API cleanup (ralf & dean noticed a few functions without ap_,
I want to clean up spawn_child once Ralf commits his changes to
mod_rewrite), and the CGI chdir() needs to be done.  Someone really needs
to look at the access control problem on Win95, it is a real problem.  

We can fix those and still release a 1.3.0 IMHO.  And small bug fixes if
they pop up.

Target release date: next Monday.
