The recent switch to a new CI (GEODE-8949) has brought in numerous other enhancements. This requires as a minimum, a much newer cmake.

This ticket is to verify all prerequisites to build locally.

For starters:
 * cmake: Version 19.5 or newer (not sure of exact minimum, but 18.3 is too old)
