Apache Falcon 0.10 release - Branch has been cut

Hi Team
I have cut the 0.10 branch.

Committers,
Please ensure you commit any bug fixes or documentation patches to both
0.10 and trunk. 
Please ensure new features and major improvements go into trunk only.
