actionservlet load error

hi

using tomcat 4.1.18, struts 1.1RC1

2003-04-16 21:35:41 StandardContext[/root]: Servlet /root threw load()
exception
javax.servlet.UnavailableException: Parsing error processing resource path
 at
org.apache.struts.action.ActionServlet.initModuleConfig(ActionServlet.java:9
52)
 at org.apache.struts.action.ActionServlet.init(ActionServlet.java:465)
 at javax.servlet.GenericServlet.init(GenericServlet.java:256)

i'm getting the above exception on tomcat startup. i've checked the path a
dozen types. the path IS correct. moreover, i copied the app from another
context which worked fine, is STILL working fine.

i'm at the end of my wits.

please help
