[~abayer] If I had authorization I would  rename this JIRA as "Install libaio and libaio-devel on CI boxes"

We refactored the pom to not build the docs. So the only issue is that our nightly builds will not have the doc built.. which is ok actually. (we use markdown and users can read from the source if they need)

I believe libaio could be used by any big data project...  I will eventually contribute the jlibaio to other projects.

I would include libaio-devel as well just in case someone ever includes a build process.
