[I] No way to delete an empty project (tooling-trusted-releases)

dave2wave opened a new issue, #1488:
URL: https://github.com/apache/tooling-trusted-releases/issues/1488

I'm on the PMC Chair of OpenOffice and we have this bad sub-project with a key of `ooo`. I'm at https://release-test.apache.org/projects/ooo and I have no option to delete the project.

I thought we had this functionality on https://release-test.apache.org/projects/ooo ?

We implemented it originally as "only a project with only draft releases can be archived", and ooo has archived releases from when it was in the incubator. I've loosened that with the above commit - so you can archive a project where all releases are archived, but the alternative would be to re-home the archived releases under another project then delete the project. Is the loosened constraint better or should we admin-move the releases?

OK. I can "do" it, but I don't want to bother my PMC with CAP yet.

On the admin catalog page an archive button that bypasses CAP would be handy.

   The loosened constraint is best!
