Checkin

I am about to make a large checkin, with some fairly sweeping changes to
Axis, all based around the new message code.

This is NOT ready for prime time yet, and some things will break.  I'm
checking in so that Sam and I (at least) can coordinate continued work on
this codebase.

Explanation and commentary to follow the checkins.
