CAMEL-22996: Bump Jenkins JDK default from jdk_17_latest to jdk_21_latest
Camel core now requires Java 21 as the minimum (apache/camel#27943).
Update the default JDK tool name in all three Jenkinsfiles so that
Jenkins pipeline builds (main, deploy and ppc64le) pick up Java 21
when no JDK_NAME environment variable is explicitly overridden.
