I'm wondering if there's anybody still uses FifoScheduler, it lacks of activities for a long time and YARN dev still spend time to fix unit test failures and update its logic for code refactoring changes of common scheduler part. 

If nobody is using it now or plan to use it in the future, we should remove it from trunk to lighten maintenance overhead.
