Currently the default queue is selected and displayed based on the alphabetical order. 
Going forward gateway admin should be able to tag a queue as the default and this should be the default queue in 'Create Experiment'.

Even now in gateway preference we select a default queue for each compute resource but it is more towards airavata executions; no link with the experiment creation.
