Apache Sling JCR Repoinit 1.1.28 tagged but never released

Hi all

I noticed in the JCR Repoinit module that version 1.1.28 was tagged[1]
but never put to a release vote.

How can we resolve this state? I see two options.

(1) build the 1.1.28 release from the existing tag, stage it and put
it to a vote
(2) ignore any irregularities and continue with 1.1.30 (or 1.2.0
depending on the changes), the version Repoinit JCR 1.1.28 should be
removed and replaced with the next version

I am leaning towards (2) as I don't see much value in (1).

Any opinions?

+1. We should also drop the tag, to prevent any confusion.
