I sent an update via email on 11/22, but apparently it didn't go through. I
discovered that changing the line color does in fact change the icon color as
well, although that doesn't show in the preview.

Your title is inaccurate
chart: ability to change symbol color in data series
See issue 3582 comment #19
The standard symbols in ODF have no way to distinguish between "filled" and
"not filled". So changing color seems to be impossible.
Workaround: choose "from file" or "gallery" option to select your specific
icon.
