where to call AddResource

For adding some javascript to a page, where to call AddResource?  I want to make sure it is called once and only once during render phase.
   
  If I use <outputText> to call a method(return null) to add javascript, it looks like a workaround, not a nice solution.
   
  <h:outputText value="#{bean.addResource}"/>
