cocoon install

i have a working tomcat 3.2.2 and just installed cocoon.  when i first try
to access cocoon i get...

cocoon2 - internal servlet error

type internal-servlet-error
message internal servlet error
description cocoon was not initialized
sender org.apache.cocoon.servlet.CocoonServlet
source Cocoon servlet
embedded exception stacktrace

------------

i followed cocoon's installation instructions by building the cocoon.war
file and copying it to the /usr/local/jakarta/build/tomcat/webapps
directory.

can someone help me?
