Locale problem

Hello,

 I use <struts:message tag for work with different locales in our
 pages. When I use
 
 <%@ page contentType="text/html;charset=windows-1251" %>

 construction on top of my page all my words from locale package
 became as '?'. But without this directive results of queries to
 database system retrieved as '?' too. What can I do to solve this
 trouble?
