Environment: WindowsXP, J2SE1.4.2_03, Tomcat 4.1.29

Description:
portal/src/webapp/pages/SimpleLayoutHeader.jsp contains a <base> tag in the header.
As a complete portal page is aggregated with this header defined first the base is set for all contained portlets as well.

Local achor references within portlet content won't work because of it as there context won't be that of the overall page (the brower tries to resolve these achors within the portal context like <host>/jetspeed/portal/#<achor name>).

The current layout nor the default (demo) portlets won't break when this <base> tag is removed from the SimpleLayoutHeader.jsp so I suggest just doing that.
