In order to have better relations between the contents of the SCM and the versions built, the SCM timestamp should be propagated to the triggered dependent modules in a group, so all modules and deployable artifacts are build from checkouts with the same  timestamp. This will provide a better control of the actual content of the deployables in environments where commits are frequent. It also provides better tracking of errors, as the developer can checkout the source code with the same timestamp for all affected modules. Ideally, the timestamp appended to the name of the snapshot artifacts should be the same (but this is not that important, since it is only a matter of seconds difference). 

Probably this should be an per-group selectable option: to choose either this or "build dependent modules always from head-at-time-of-build" (today's policy).
