tapestry JSP Tag Library

I have a question regarding the JSP Tag Library which was available with the
release of Tapestry up until version 3.0.3. Why is it now omitted and  what
alternatives are there ? I ask because I need to use the 'external-url'
Tapestry Tag in a JSP page to point to my tapestry application.
