is possible to read static file on hdfs when mapping?

hello everyone, I am a beginner for hadoop

I have a question about mapreduce program.
I want to put first one output on hdfs, and let second one read as
configuration?
Is there any ways let the second mapreduce program to read first program
output and read original inputs at the same time?
