   The same code serves as a platform for NetBeans based applications where different rules may apply. Unless assertions are disabled, it may prevent from developing + using apps that use "eager" fragments (see the initial comment). 
   Since it is a **regression** introduced during 10 dev cycle, it might break existing NB9 based applications. This issue is not so important for **NetBeans IDE**, but may be for **NetBeans Platform**.
   
   My 2 cents. Release coordinator should decide.
