Undocumented Error: org.xml.sax.SAXParseException: Content is not allowed in prolog.

           Summary: Undocumented Error: org.xml.sax.SAXParseException:
Content is not allowed in prolog.
           Product: Xerces2-J
           Version: 2.4.0
          Platform: PC
        OS/Version: Windows NT/2K
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: SAX
        AssignedTo: xerces-j-dev@xml.apache.org
        ReportedBy: sparker@cpi.com

The "org.xml.sax.SAXParseException: Content is not allowed in prolog." does not
give proper information. There is no documentation of probable causes of this
error. There is no prolog in our XML, and the spec says it's optional. We
cannot use Xerces2 because of this.
