   We don't need to do it.
   As far as I know, there is no CI build configuration that uses `ARROW_BUILD_TESTS`, `ARROW_BUILD_BENCHMARKS`, `ARROW_BUILD_INTEGRATION` or `ARROW_FUZZING` just for building `libarrow_testing.so`.
