Description:
At present when a plugin is requried by any site it is installed and used to build any subsequent site. This causes two problems:

1) Performance is impacted by having unused mounts
2) any conflicts between plugins (e.g. simplified-docbook and docbook-full) may result in incorrect processing of a site

What we need to do is have Forrest build the plugins/sitemap.xmap file before starting to build the site. This will result in only the plugins required by that site to be mounted for that particular run of Forrest.
