What level should the DOM version in xml-commons be?

Xerces 1 and Xerces 2 are apparently trying to keep up with DOM level 3.
Crimson seems to be on DOM level 2.  While Xalan 2 will compile with DOM 3,
apparently Xalan 1 will not.
