A new feature of access control for the week

We propose to add a feature to CMDA project.

Before logging in, a user can only see scientific scenarios and project
about, while other menus are hidden from the user.

The rationale is that, all provenance storage and usages are associated
with users - unless a user signs in, there is no way for the system to know
who she is.
