I don't like another UI element for this, but could imagine a URL query param that selects refresh.
This was rejected a long time ago for similar reasons though; see https://github.com/apache/spark/pull/9860 for some additional concerns like load on the master for 'idle' tabs. I also wonder if it might break tools that frame the Spark UI (?)
