    Resolution: Fixed

This should now be code complete; I'll watch for any bugs.

If an ASF member or IPMC member adds a user to a PPMC, the individual will also be added as a incubator committer if they were not already.  If an ASF member or IPMC member removed a user from a PPMC, that individual will be removed from the incubator committers list unless they are either on the IPMC or are a committer on another podling.

If a PPMC member who is not an ASF member or IPMC member does these actions, only the PPMC will be updated.  In the case of podling committers who are not incubator committers, this status will be displayed on the roster, and any ASF member or IPMC member can complete the action by double clicking on the row and selecting the appropriate acction.  Nothing is done yet for cleanup of incubator committers who are not on the IPMC and are not associated with any podling.
