User profile update from external application

Hi all,

I would like to know if it is possible to update a user profile, from an
external application, and making the changes immediately active on the user
portal.
Imagine that I have an external Java application that processes all user
profiles and introduces a new portlet in their profile, making this portlet
immediately available to the user.

Is it possible? How?
