ant.jar has a dependency on ant-launcher.jar in FileUtils.

This creates a difficult problem to debug as your first instinct is to look at 
the self contained ant.jar which really doesnt have the Locator class.

Its a bad dependency.

java.lang.NoClassDefFoundError: org/apache/tools/ant/launch/Locator
	at org.apache.tools.ant.util.FileUtils.fromURI

let's say we disagree on what a bad dependency might be.  ant-launcher.jar is
self-contained, ant.jar isn't and it never claimed it would be.
