August board report

Hi all, 

The next board meeting is coming up on August 21st and we're due to 
report. We have a deadline to submit it by this Wednesday (August 14th).

The Wiki page for the report is set up here: 
http://wiki.apache.org/xerces/August2013. As usual I'll cover Xerces-J and 
XML Commons. Could other committers please fill in the status for 
Xerces-C.
