[Bug 123588] can't do borders of different thicknesses surrounding one cell

NOT Reproducible with "AOO 4.0.1   – German UI / German locale  [Rev. 1524958
2013-09-20 11:40:29]" on  German WIN7 Home Premium (64bit)", “historic”  4.0 
User Profile used for all  predecessor versions, looks like a user error.

of course you have to click icon "Set outer Borders without changing Inner
Lines in menu 'Format -> Cells -> Borders - Line Arrangement'.

much more detailed and precise step by step instruction how users can reproduce
