Provider: Rackspace

Problem: After deleting a node, libcloud list_nodes maps it to UNKNOWN state instead of TERMINATED

Debugging details:
Rackspace uses OpenStack driver and the NODE_STATE_MAP does not have a mapping for DELETED state.
