This is related to something I observed testing the Camel Quarkus OpenAPI Java extension: 

https://github.com/apache/camel-quarkus/issues/1309

In some scenarios, the openapi-java component unnecessarily applies logic related to the contextIdListing. This screws up the resolution of the rest configuration and leads to no content being returned from the api doc endpoint.
