   To your question: `Is the hot standby mandatory? For local dev will there be one or two controllers?`
   
   This PR just enables the ability to deploy a second controller on another machine. For all deployments on only one machine, there will be no hot-standby controller.
   If you add a second host into the controller group into the hosts-file from ansible, only the first controller will be active. All other controllers will be hot-standby controllers.
