how can I set this layout?

In pluto web application ,we can set layout of
portlets through edit /WEB-INF/data/pageregistry.xml
file.
When set the following description:
...
<fragment name="row" type="row">
  <fragment name="col11" type="column">
    <fragment name="p1" type="portlet">
      <property name="portlet" value="3.1"/>
    </fragment>
    <fragment name="p2" type="portlet">
      <property name="portlet" value="4.1"/>
    </fragment>
  </fragment>
</fragment>
<fragment name="row2" type="row">
  <fragment name="col2" type="column">
    <fragment name="p3" type="portlet">
      <property name="portlet" value="5.1"/>
    </fragment>
  </fragment>
  <fragment name="col3" type="column">
    </fragment>
  </fragment>
</fragment>
...
It display like this:
 ___    ___
|___|  |___| 
 __________
|__________|   

But i want display like the following, how can i do?
 ___    ___
|   |  |___|
|   |   ___
|___|  |___|

complex layouts are not supported as the portal driver is only a sample
implmementation, not a real portal.
