It took me quite a few hours but I think I fixed it now (2.10.0-svn-2).
I have tested with Tomcat only, but with all combinations of LANG envvar, property jspwiki.encoding and the encoding of the files.
They all show properly now in the browser.
Let me know how it works on other containers.
