Currently, a ratis leader can run into multiple jvm pause cycles either bcoz of gc/high IO activity etc. In case of frequent occurrences as such, a leader can voluntarily step down and call into stateMachine for any further action to be taken. A slow leader will potentially slow down the whole pipeline and may lead to client request failures.
