As you can see from the stack trace, the problem behavior is actually in 
org.apache.struts.util.RequestUtils.message()

I was inclined to agree with your argument, but it seems like changing the 
behavior of that class might have more far-reaching impact than simply 
tweaking a tag library class.  

Do any committers have an opinion about whether this should be 
changed?
