0.37 Friday instead of Tuesday

If no one minds, I'd like to move 0.37 to Friday instead of Tuesday.
That still gives it four weeks of testing as a candidate tarball
(assuming it makes it through), because we left in some padding.  In
other words, the Feb. 23rd date doesn't change.

The reason is just to give a little more time for review of currently
proposed changes.  The goal is *not* to make room for yet more change
proposals.  This isn't meant as a criticism of any specific 1.0
candidate change, just an observation that we need to get this line
settled down, and Thursday night ain't the time either :-).  So please
try to get changes done well before Friday, and only propose changes
that you feel are absolutely necessary for 1.0.

What would make us change the Feb. 23rd 1.0 date?  The discovery of a
serious bug in the candidate tarball (0.37).  If we don't find
anything like that, then 0.37 is it (modulo version number tweaks and
a few other administrivia).

Based on the current STATUS file, I doubt anyone will object to having
a little more time :-), so I'll go ahead and change project_status.html.
