setSaveSuggestedPrefixes doesn't work for QName attribute values

setSaveSuggestedPrefixes setting is ignored when a namespace is
used in QName data. That is, setSaveSuggestedPrefixes only works
for namespaces that qualify element and attribute names, not
for data values that are QNames.
